The urban poor who are living in slums are most vulnerable due to the exclusionary attitude of the State towards the poor. The brutal physical and socio-economic environment leads to lacking social networks and monetising basic needs. These two factors also undermine the vulnerable population's capacities that affect their wellbeing.
